Needs a chopping and DDT. I've faced that before...but the Devil Tree manages to survive these globs on its leaves I observed.The fresh leaves/twigs will be OK till the next wave hits them.I lost my Hibiscus plantage to a worm I never ever saw before. Used to make Hibiscus tea with its flowers...delicious stuff.

you are screwed... LOL... don;t know what to do with them.

They were clumps of white larval sacs...I have a picture or two...will put it up and let you know. There weren't any brown insects like in the link.
sb, the brown insects pic is from last season, this year they are bigger white blobs. cheers
